60 HP - Carb Butterflies Not Wide Open at WOT

Ive got the manifold off to get rid of the VRO pump, and I happened to check the position of the butterflies with the throttle lever at WOT. Butterflies are not at a 3 oclock/9oclock position. They are at more of a 2 oclock/8 oclock position. Is this the way it is supposed to be??

If not, how do I correct?

Link & Sync first followed by throttle cable adjustment. DO NOT adjust the throttle cable trunion to to make them open wider. That will only prevent them from closing fully at idle. You need a service manual for this procedure as its far too detailed to go into here.

It's not correct as described. Link and sync is in order.
