60 Hp Envinrude won't tach up

Last summer my boat would run a good 35 MPH, and after sitting over winter the boat now will only run 10 MPH,(If your Lucky), with the throttle held wide-open. I check the fuel lines and found no clogs, and replaced the sparkplugs. It runs and starts fine it just won't tach up? - I did however run the gas out before storing over winter. I'm thinking of taking it to a mechanic.

i had same problem ..first check compression then did you leave gas in carbs over winter you should always run them dry before you store boat....i am not a mechanic but i have had a johnson out board motor for a while...i would get a manual and sounds like your carb jets are cloged mine did the same thing idled great would not go anywhere...but first buy or borrow a compression gauge to test preasure in clys. you need equal preasure..if you have comp...then go from there.......no short cuts
