60hp high speed needles numbered different

Hi, i've got a 60 hp 1971 evinrude model #60esl71c. I took apart the 3 carbs today and noticed that the top cylinder high speed needle valve had a number 57 on it. And the other cylinders high speed needles were both marked 58. These were rebuilt before and the top cylinder has a 3 etched into the bowl and the bottom one has a 1 etched to it. Is it a big deal to have the carbs possibly mixed up? (might be just a bowl mix up too possibly), and what about the different needles? Not sure what all this means. Boat runs good at idle but bogs down at higher speed.

ps when measuring float drop while carb is right side up why again does this measurement have to be exact and not half inch or so more?

The float setting is forgiving but 1/2 an inch would be grossly off, maybe an eighth inch either way and your still good, i'm not sure if this can relate but my motorcyle has 1 number higher jet on the back carb because it is tucked back in where it runs hotter than than the front one.
