All 3 carbs are overfilling, gas everywhere. I am thinking it is the VRO pump (I think it serves as a fuel pump also?). Immediatlely after startup, the engine floods out, gas driping out of the air intakes and gas overflow tube.

If I disconnect the fuel line, the engine will start and run, using the gas in the carbs until it runs out. reconnect fuel line and they all flood out.

Am I right in thinking it is the VRO pump? I tested the voltage at the electric choke, and it seems to be getting voltage when the key is pressed in.

not the pump!!! stuck or mis-adjusted floats in the carbs. time for a carb tear down, cleaning and rebuild kits. all 3 carbs. see the TOP SECRET FILE.

Agree, not the pump. Either the floats as TD said, or could also possibly be the primer solenoid switch in the wrong position.
