60hp VRO has no mid-range?

the symptom:
Starts and idles ok, ramps up if you manually throttle the carbs in neutral. But put it in gear and give it some throttle and it dies. However, put it in gear, give it some throttle and start bumping the primer and it will gradually climb up... when it hits full throttle it runs on its own w/o the primer. Pull back on the throttle and it dies. So you either get idle in neutral or WOT in gear but nothing in between.

It has: New o-ring in the primer solenoid, New fuel tank, new fuel lines all the way to the carbs, new oil tank and lines, new primer bulb for fuel and oil, carbs re-built and thoroughly cleaned all holes big & small. Compression roughly 135 on all 3 cyinders. Spark plugs look clean and seem to provide proper spark.

Also tried replacing the VRO pump with a manual pump, the symptoms were the same.

At my wit's end. Help!

just thought of something, I was running it w/o the air baffle installed, would this affect the fuel / air mixture?
It acts for all the world like it's not getting enough fuel... but I've verified the pump isn't the problem.... any ideas or suggestions would be much appreciated!!!
