61' evinrude "fisherman" carb question

I bought a Sierra 18-7043 carb kit and a new float for my old 61' Fisherman, 5.5 HP and I had a couple of questions.....I have rebuilt carbs before but this one is 49 years old and I am confused on replacing washers on the jets, and the tube at the bottom of the fuel bowl. The washer on the tube had dissolved over the years and nothing was left, but in my parts book it shows a thick washer, which looks like Sierra sent, but it looks like plastic and pretty large.....also the jets supposedly take two washers each, one book calls them washers, another calls them "packing" and washers....look like the old ones were rubbery, but so old hard to tell. The ones in the bottom jet were stuck and required a lot of digging to remove(in pcs) and the top one removed easier but again looked like possibly rubber that was old and hard. I may be wrong, but the kit only has some fiber washers, no rubber ones. I can post pics if needed but since I have never seen these carbs new I just have to ask if possibly some parts may be missing....as with all carb kits I know there are extra parts, just not sure. Would these jets take fiber washers??? Usually the ones I have worked with either took none or had rubber ones. Just want to do the job right....

Fiber washers for the needle valves and the big one for the carb tube is correct.

This pic is pretty clear; the fiber washers are #60s and the "Float chamber to carburetor boss gasket is #71

Thanks folks! This helps a lot. The parts were just so darn old and deteriorated it was hard to referance anything for sure.:D

Two more things.....the little drain screw in the bowl....do you need a thread seal or lock when installing? And the "fat" washer, #71......I noticed it does not appear to be tightly held into place. The hole is only slightly smaller than the tube, so it can be removed by simply sliding down. Looks like it would stay in place on it's own but seems like a worthless item....is this normal?
