65 6hp Lower gear case locking up

Ok we had some issues Labor Day weekend due to lack of gear oil :( The previous owner(wifes grandfather) had knocked off the skeg at some point and "patched" it up but I guess never refilled it. So I found a used skeg and gear set on ebay, same casting number and all of the gears seem to measure out the same or within a few .001, I am a machinist so I do have all the good measuring tools. A few parts were destroyed beyond use so I had to buy new.
Fast forward to this morning. I go to assemble the gear case, everything looks like it's going together good but when I try to rotate the assembly it only goes so far and then locks. I tried it with and with out the lower shift lever in place. I tried reinstaling the original gears with the same results.
I think thats everything but if I missed something or if you need more info please ask.

Oh it a 6502m evinrude 6hp fisherman.

When the g/c is manufactured the skeg is attached to the upper part of the g/c and then it is line bored. You never take another skeg off of another g/c and install it. It's about like swapping crankcase halves. Maybe somebody else on here has done but I never have.

Well that blows! I may have to see if I can take care of that at work or try to find an inexpensive lower unit/gear case. I really don't want to stick a bunch of money into this thing. I'll let you know what happens.
