'66 40hp severe flooding problem

I just replaced all ignition components and installed a Sierra carb kit and now I have fuel dripping/running out of the exhaust when I try to start it. It had some pretty violent pops and tried to start a few times but there is just too much fuel. I have followed the instructions for setting the float correctly and have it parallel to the top of the bowl when inverted which seats the needle. When I blow into the fuel line while inverted, it will not let air in, when I turn it right side up it allows air into it. The only issue I can see is that the kit did not appear to have any new packing washers and the old ones were damaged when I removed them. I tried to use some thin washers in the kit but I don't think they are the correct ones. Would the lack of the correct packing washers cause this severe flooding? If not, what else should I check? The motor did start and run rough prior to my "maintenance". Thanks.

The packings are important. Are you sure you got all the pieces of the old one out.

Sierra kits do not have those pieces, as you learned. I use OEM kits. They do.

Yeah, I'm not too happy with the Sierra kit and will order OEM from now on. I'm sure I got all the old packing material out since I also removed the bushing that goes in first and cleaned everything out. Now all I have in there are some thin washers, no wonder it was not nearly as snug as before. Do you think that the lack of packing material is letting all that fuel into the cylinders and out the exhaust? If so, it will be an easy fix and I won't even have to remove the carb for the tenth time.

I'm heading to the dealer today to try to find some packing washers. Does anybody else have any other ideas of what it might be so I can pick up any parts if needed?

Just in case anyone else runs into this problem.... check your new Sierra needle. After taking the carb off about ten times and adjusting the float with no success, I installed the old needle and seat and guess what? No flooding. I actually have the opposite problem now and will adjust the float to drop a little more. That was a waste of $18.00 and will not be ordering any more Sierra products if possible. At least I learned that I could take my carb off in my sleep if needed.
