66 Johnson 60hp Tach pegged at 7K

farily new to all of this and am expirencing an issues that the repair manaul dosen't touch. I just completed a tune up which included adjusting the timming back to factory settings and now the tach is reading 7K (pegged) at anything over about 350 RPM. Any idea's? Could I have the timming 180 out of sync?

I don't think so. I should also add that the tach was working properly prior to the tune up.
