67 100hp Johnson Meteor Lower Unit

When the lower unit is dropped to put in impeller. If you grab the shaft and spin it, is the propeller supposed to spin. It is electric shift.

With no power, electric shifts default to forward gear. So yes, prop should spin.

The prop does not spin if you grab the shaft to spin it. It feels like it's free spinning, not moving any other gears. What could the problem be?

This 1966 IS eletric shift , so whitout any current down to the electro magnets ( forward/reverse ) > it spins freely .<br /><br />So there are no problems there .<br /><br />If you do connect current to ONE of the wires ( and grounding the unit )it would lock into gear.
