'67 Johnson Running Problem

I have a 1967 Johnson 9.5 hp outboard. I took it out for the first time this year yesterday and it did not run well. It would start great on the first pull every time, with the choke. It would run fine in neutral and reverse, but not in forward. In forward, it would not run without the choke, and with the choke it would rev up then bog down, then rev up and bog down. And would not get moving very fast. As soon as I pushed the choke back in it would bog down and die in about five seconds. Any tips on what might be the problem?

Note: This year I changed the spark plug, changed the lower unit oil, changed the water impeller, and am running Sea Foam in the gas.

If you have to run it with the choke on, it is a sign of poor fuel delivery. May be time to overhaul carb.
