68 9.5hp johnson wont run

I have just performed a major tune up on a 68 9.5hp johnson outboard. Parts installed as follows coils, points and breaker assy, condensors, wires new last year, plugs, and rebuilt the fuel pump. I tried to start it and it would try to fire and would smoke but would not run very long 5sec longest time. I have not removed fuel line from carb and squeeze primer bulb to check for fuel through pump thats the next thing i do. When setting the points I was alittle unsure were the mark was to line up the "set points lines" written on flywheel. My cd manual is generic from 2hp to 90hp not specific to 68 9.5hp. Does any one know were to line up the marks on flywheel and does throttle control need to be set in a certain spot e.g run, stop, shift. My next attempt will be placing piston at TDC and check what flywheel lines up with.

if the woodruff key is in the crank shaft and flywheel, the it will line up. no other choice. your point should be set at .020, when the point are at there widest opening. at the high point on the cam.

Check the spark plug wires, you might wanna make sure that you have the proper wire going to the proper cylinder. The old upper cylinder wire probably had a small metal clip on it.
