Depends on the state you live in..
I have a 62 Glastron.
I have my plate but haven't put it on. From what I was told by DNR,
the plate makes things easier, If they want to be sticklers then they can take measurements and nail you for anything you are in violation of.
It's a judgment call. Around here, I've been approached by DNR twice. None of them even remotely looked at my plate or commented on my outboard. Just did a safety check.
