68 johnson runs good until put in water

I have a 68 55 horse johnson and runs great when hooked to a water hose in every gear. But when I put it in water it will idle as soon as I put it in gear it dogs out. Carbs have been rebuilt Can any1 give me suggestions

Adjust your idle with the boat in the water in gear is what I've learned.
