'68 merc 3.9, water leaking into cylinder, worth fixing?

I figure this could be a simple powerhead gasket, but I suppose it could also be a warped powerhead. Is this worth fixing if the motor runs great otherwise?

My guess is a gasket. The sleeves never seperated o these engines.
