68 OMC water pump issue

I recently purchased a 16' Brunswick Cutter and has a 68 OMC outdrive. Now I got her to start up no issue but cant seem to get the water pump to pull. I replaced the impeller and still no water. The housing looks a little worse for wear could the housing be the issue? The pump works when I force feed it with the hose hookup

Stringer doesn't pull water. The whole stern drive has to be submerged for it to circulate. There are a lot of things that can impede flow, but if the boat isn't in the water - or the drive completely submerged - you can't tell for sure if it's circulating.
