69' 115hp v4 Evinrude idle problem

I initially got this boat on a trade last summer. I didnt even know if it ran. Yesterday i bought new fuel line and bulb, new gas and cleaned out tank. After spraying gas/oil mixture in carbs i got it running. Initially after starting with throttle in start position it idled at around 4000rpms!. When i pulled the throttle back into slow it went down to 1100 rpms but often idles up to 2000 rpms and then back down. My question is why does it do that and how do i set timing on this motor? thanks in advance

I trust you ran the motor with water going through it. Before you turn that motor into a 300# anchor, do all of the steps to keep it alive. Get an oem service manual. Replace the impeller so it won't overheat. Take off and rebuild the carbs , 90% of running issues can be pointed at dirty/plugged jets. Refer to waking a sleeping outboard thread.

I didnt buy a service manual because i planned on selling it, i also have an 85' bayliner that i plan on keeping. I got it running at home with muffs on, i didnt run it long. After posting the thread i took the carbs off, took them apart and now there soaking in carb cleaner.
