69 25 hp evinrude oozing

Just started the new to me motor and it oozes carbon from every seam.
I cleaned and rebuilt the carb but it skips and dies at low speed in a barrel.
The plugs are not new and they're pretty black and wet. Any suggestions?

Also, there are RJ12C plugs in it.

Thanks TD, great links. Flying to Fl. tuesday to drive Dads car back to NH.
He says it's HOT in Naples. Still 50-65 up north. Can't wait to do some fishin'.
