Alrighty then...
Thanks to the crew here, I got the lower end resealed and issues all fixed! Also, rebuilt the fuel pump and the carb, and this is what's happening now:

1) It will NOT start in neutral, but starts with the first crank if the throttle is pushed forward some (gears not engaged of course). Even after warm up, will not idle in neutral and stalls. I screwed in the idle screw on the carb till seated and then turned CCW 7/8 turns, started it in throttle, and despite turning CCW or CW, it still wouldn't idle in neutral. I did notice that some fuel (very minimial amount) was dripping out from the carb out by where the choke shutter is... again very minimal (don't know if this is of any importance or relevance)

2) Runs great when in throttle from just past neutral to about 50% throttle... anything past 50%, it'll run for 10-20secs at best, and then seems to loose power... almost like surging, but never stalls. I crank it back down to about 50% or less, and viola, runs good. Adjustment of the idle screw on the carb didn't seem to change this much, of any.

Any thoughts, suggestions? Like I said, fuel pump rebuilt, carb rebuilt within past month, fresh gas/oil (almost done w/ the first 6 gallon 50:1 fuel:eek:il mix)...

The one GLARING item which I keep going towards is the float and if it is within specs (didn't toy with this when the carb was rebuilt)... eh?

P.S. how do I figure out what "type" of Tach will work with my OB? I figure this would be a wise investment to be able to fine tune and keep it running tiptop.

sounds like your neutral switch is out of adjustment or possibly loose,on the running part, did you replace the check valves in the pump when you did the diaphragm?The alcohol in most of todays fuel tends to ruin the poppets in the check valve,and the newer ones seem to have an alcohol resistant material that their made from. And the third thing about gas leaking from the carb, no fuel should be coming from the throat of the carb,either float setting or bad needle and seat. AS for the tach ,it should be a 20 pole tach ,there are some mini tachs on ebay . Check it out and keep us posted

1) what is the location of the neutral switch? Is it on the carb, throttle lever control box, ...?

2) I did NOT replace the check valves in the fuel pump :( While on the subject of fuel, I have NOT done anything w/ the fuel delivery from the tank to the motor i.e. primer bulb, lines, ... is there anything I can/should check there to make sure fuel is getting into the OB as needed?

3) if I take the carb apart again to adjust the float to specs, will I need a new carb gasket kit or will I be fine since the one in there is about a month old?

the neutral switch should be in the throttle tower area,on the fuel subject as cheap as the good alcohol fuel line is I would replace it if you don't know how old it is ,and the same with the bulb ,that way you're starting with a new fuel system and you can keep up with its age, on the gasket, some times you can get away with the old one if your lucky, especially since its relatively new ,just be careful when taking it apart and check the float level and needle and seat to be sure it shuts the fuel off at the specified height, and look at the check valves.
