'69 starcraft mariner / '70 johnson 33 - steering replacement help

Hi all!! Not first post, but first question post!

I recently acquired a family heirloom! It's a 1969 Starcraft Mariner and a 1970 Johnson 33 electric (33EL70M). It was my grandfather fire department search and rescue boat, my moms canada fishing trip boat, and now it's my project boat! It's been sitting in my paw paw's back yard for two years. The floor has been replaced and fiberglassed and I just carpeted it this past weekend. I'm in the process of replacing the lower unit oil, impeller, replacing plugs and putting some oil in the cynlinder and manually rotating the flywheel to lube it. The steering is something horrible. Still a pulley system and I'd be ok with that, but it's destroyed - cable is cracked and rusted and some pulleys are bad. I'm thinking about just fixing that, but really I'd like to to replace with rack/pinion or rotary. I've looked at the teleflex/ulfex options. I don't have a tilt tube for this motor and am trying to find out what to do. I'd really appreciate any input anyone has on either steering or anything else I should check before turning this motor over. Attached are some pictures to see what I'm dealing with. My concern is the angle between the transom and the motor (dunno what that piece is called). Can I just use one of the clamp blocks sold on this site? Thanks in advance!
