692 DDEC 111 turbo spirals down?

I just rebuilt this engine (625 hp model) in a 1998 Viking 43 and upon sea trial port engine goes right up but starboard only goes to about 1400 and you can hear the turbo decelerate? It blows no smoke, the boost is minimal about three pounds but she just will not get up and go! We sent out the exhaust side of the turbo to check the specks and it was off a bit but not too much. We are going to reinstall the turbo exhaust side and check exhaust pressure hoping maybe a baffle in the muffler collapsed (muffler sounds fine) and we are going to check timing as it is reported that the rebuilder put straight keys in the cam instead of offset keys. Anyone have any other ideas? I'm 25K into the rebuild and running short on money and ideas....

first, welcome aboard

check pressure drop across the intercooler
check compression numbers
check injector spray pattern and flow
are these waste gated turbos? if so, check the waste gate

Don't know the motor, would need to look it up
No smoke would mean maybe injection pump, throttle linkage or in short the cylinders are not getting enough fuel. Not enough fuel turbo doesn't spin up

The 6V92 doesn't have an injection pump. It has rocker-operated unit injectors. Is the DDEC EDM throwing any codes? How could the rebuilder screw up the cam keys? The offset key goes in the back on both cams, the straight one goes in the front. Without a certified DDA mechanic with the diagnostic software to determine why it is going into derate mode you are making stabs in the dark with a DDEC III engine.
