6HP Johnson Only Firing on One Cylinder

I have a 1965 Johnson 6HP outboard that starting fouling one cylinder last year. I have replaced both coils, plugs, plug wires, points and condensers. I have also rebuilt the carb and check compression. When I test the spark by pulling the recoil and grounding out the plug, I get a spark. However, for some reason as soon as I put the plug back in and test in the water, the lower cylinder fouls out almost immediately. I am stumped. For some reason the spark isn't strong enough to light the fuel mixture. I have leaned out the premix, used fresh gas and synthetic oil and am not sure what to try next. Any suggestions?

hi.
well, today i had the same problem with my evinrude 6hp, one driving coil is giving curent on 2 points and 2 condensers and two outhern coils.one coil and two cables, the left and the right.on the left side is spark, preaty strong but the right in very week,wery. I was working all day with this, changing condensers, points from left to right, changing gap on points.at the and i found thet space beetwen coil and flywheel(magneto is fllying around the coil and indicate the current in coli) is too big,i mowed coil a litle out on the timing plate,just the flyweel not hit the edge of the coil.
and now there is a spark on both cables.
so look at the coils if they are located in right way,there is enough space that coil can indicate current(induction law).
