6hp merc thermostat?

I have a 6hp merc from ,I'm guessing the late 90's, It doesn't flow water for awhile. I was told it has a thermostat. But a bigger Yamaha engine I have starts water flowing immediately . So does this engine possibly have a thermostat or is there something wrong with the impeller.

You could look up engine by serial number and see if it has a thermostat on the exploded diagram. If it takes a while for water to cycle through the engine I would assume it does.
