Dumb question.. assume you should see cooling water shooting out all the time for cooling... not just when the unit gets hot.. right?

Yes.With a model number we may be able to tell you where it comes out.
If you have any doubt about the age of the pump it should be replaced.

model # is 217-586751... 3 holes approx. 1/4" in upper leg...water should be sputtering out... visible... not a mist.. pls confirm Captain...

I think a strong mist is ok.Shouldn't be erratic.I believe motors without a pump with a neutral clutch don't pump water in neutral because they depend on prop wash to move water.Water is not piped to the holes it is despensed into the upper leg to cool the exhaust thus it will tend to be a mist.Your motor has a pump.
