7.4 rpms

I just had a 1999 31 pc surveyed and sea trial,the surveyor said they could only get it to 4000 rpms at wide open.Top speed was 42 by gps.Does that sound right or should it be able to go 4300-4500 rpms at wo.It was the first time out for the boat since oct.Every thing else on the boat checked out

It should reach the rated rpm, or you will be overloading the engine. This can cause a lot of problems.
Since it has been sitting since october, the hull is probably dirty and causing the low rpm
Have it hauled, cleaned and re- sea trialed before handing any money over.
