7.5 gamefisher won't go into gear

My 1989 7.5 gamefisher is not engaging into gear. I removed the small rectangular plate above the cavitation plate and was able to engage it there with a screw driver. However nothing happens when I use the gear lever. I am guessing that something has come loose in the shaft or somewhere. I would sure appreciate any help you guys could give me.
