7.5 hp Merc tiller, forward, reverse, no neutral

My old Merc 7.5 tiller has the forward, neutral, reverse lever on the side. Yet when I put it neutral these days what I really get is forward. Forward position also gives forward. Reverse works. Any ideas?

Also chokes down when in slow idle, but otherwise runs good. Any ideas on that one?

The shift shaft is not lined up properly, it has either rusted partially off or the unit has been off for repair and not insalled properly
