That's a 1974 model you have there. If you go to
www.searspartsdirect.com and put your model number in as 217.59491 you'll be able to see exploded parts diagrams of all parts of your outboard, which is a deluxe model.
You should be running that on a 24:1 ratio of regular gas and two-cycle oil of the type used in chainsaws.
The outboard was built by Eska for Sears. Eska is out of business. You can get some parts at the Sears site above, but it sounds to me like you need a carburetor kit to fix your problem. That, along with almost all other parts, is available from
www.certifiedpartscorp.com , which bought all of Eska's parts when it went out of business. You have to call the phone number on that site, with your model number in hand. They'll be able to set you up, and may even have a service manual available.
Your outboard has an air-cooled engine and a water-cooled exhaust, so it has a water pump impeller in the lower unit. Water and exhaust will come out of the holes on the leg if it's working properly.
The biggest problem you may encounter with this outboard is that it has the rather unreliable solid state magneto system. If that's not working, you're pretty much out of luck, since parts are scarce and very expensive when they can be found.
