70 HP Evinrude Won't Start

We just bought a used boat with a 70 hp evinrude engine. Each time we fill up the gas tank, the engine won't start. Spent 6 hours this weekend, sprayed starter fuild the first time and it fired right up, the second time we tried it again, didn't work. We changed the plugs (they were wet), and still no start. we are having a difficult time getting someone to come to our slip to look at the boat, and we don't want to try to unhook it ourselves. This is our first boat, we are at a loss. Any suggestions would be greatly appreciated.

Newbies,<br /><br />Do you have spark when it will not start? Pull a plug, and lean it up against the block. You should see a good strong blue spark.<br /><br />If you have spark, check your fuel line connections carefully.<br /><br />DO NOT USE starting fluid on an outboard. Use a spray bottle of premix gas.
