70 hp Mercury flywheel bolts appear to be lightly rubbing on the flywheel cover?

I have noticed a light wear pattern on what appears to be the flywheel cover on my outboard. I was wondering if there was a fix for this or a recommended practice to make sure the clearance is correct?

Cowling needs attention...either pins,holes are worn

Also check the front clasp / "hook" mechanism on the flywheel cover itself. That tends to break off and cause a "droop" of the cover.
