I have a 16' Aluminum boat with finished interior that I have been working on and bought a 89 70hp mercury off a pontoon to put on it. I believe the prop is 13" and 12 pitch SS. I am thinking the pitch is going to be too low for this boat. I don't have tach on the boat to test the RPM, but am thinking the pitch needs to be higher. Should I get a tach and go from there?

Getting a tach would be the best way to go with no guess work.

My guess is a 15 in pitch before making the decision you should buy or borrow a tach.a tiny tach perhaps. No doubt the 12 isn't enough but a run with a tach will give a reference point. The health of your motor depends on
correct prop selection. It will also help deliver the best economy.

I don't know much about adding a tach. Where is the best place to get one? What should I expect to spend? How do I hook it up?
