70 hp omc

i need to know if there is a way to find out what year my 70 is model # E70TLCOS i am having trouble gettin it to turn over problem wit ignition swicth i can get it to turn as far as the push to choke but not on over

i visited a man with the same controls today<br /> and his turs has a spring back feature after the push to choke position
