'70 johnson 25- does this sound right??

Mornin'

Been working on buying an old Johnson tiller motor and when i checked it out it had water dripping out of the back of the motor and a weak pea stream out of the exaust. The owner had his mechanic neighbor (who has done all the tune up/repair work on the motor) take a look and here is what they said it was...there was a plug at the back of the motor or head that worked its way out, causing the water to leave the head. They are replacing the plug, and since they have to take the head off to do it, they are replacing the head gasket. Sound legit? I have no reason to doubt the guy, seems up front, just want to get opinions.

go here look up the 1970 25 johnson, power head group. there is a core (Freeze) plug on the bottom of the clyinder head. #43 in diagram.
