'70 rude 115 dies it WOT

I was out Sunday and my newly purchased 115 started easy, run well to pull tubers up to 25MPH but when run WOT the motor just seemed to die. I could hit choke and pull a few more RPMs out of her but would not run flat out. Run her about 2 hrs pulling tubers and just riding. What could the possiblilities be ? Carbs? Timing? combination? any ideas

If you have to use the choke I would think it might be time to overhaul the carbs.

If I could find the kits it would be great. I am also having a hard time finding the water pump rebuild kit as well. I can find it for 68,69 72 and above but not for the 1970 model year.
