70hp envinrude 1999 4-stoke diagnostic

My outboards computer is setting to envinrudes "S.L.O.W." operation mode imediatly on start-up. I am told by the dealer that since there is a immediate alarm with no warm-up (even after a battery re-set) the it is likely a bad sensor. The blinking error code on the dash is indicating "13" which is not listed in my shop manual. I have purchased the computer software to talk to my engine so I can diagnose the problem better. However, my dealer wants $208.88 for the interface cable. I'm looking for anyone who can give me an idea of what code 13 is, how I could find it using a method other than interfacing with my engine's ECU or preferably give me a pin-to-pin diagram of the interface cable (evinrude 4-stroke - to - serial) so I can make my own.

Has Omc,now BRP stopped support on this engine?Will the dealer use his cable?Some of these cables I won't purchase until I see the need (at least a handful of motors I have to diagnose.)<br /><br />At least some of these 4strokes are Suzuki.Maybe one of their dealers can help.<br />DHP

Chances are your flashes are for code 31. That is for the idle air control valve. it may be sticking, obstructed, dirty, or way out of adjustment. The flashing lites may be in sequence of III I III I III, etc. and can easily be mistaken for a 13.<br /><br />Perform the tests and checks that are in the service manual or find a QUALIFIED individual to check it out for you.
