70HP Remote Control cables inside cowling

I swear that I've been looking at both the parts list as well as the service manual but I can't seem to find any description on adjusting these two cables.

I'm guessing which is which but I'd rather have you say, for sure, as well as what the "tweaking" of each would do?

I was looking at that lower one (#2) and it looks to me that the P.O. had made an adjustment because the threads are somewhat cleaner (Between the 2 and to the left of the engine colored housing).

Since I just got this motor about 4 outings ago and only recently experienced a possible "clutch dog" clunk (which happened once at very slow speed [more of a clatter in a shallow area] and once a little later at mid speed [more of a clunk]), I'm wondering if screwing this in or out a little more may contribute/alleviate the problem. Seems to shift fine, though, the way it is. Unfortunately it was too late so I didn't mess around to replicate the issue.

Also, I labeled what I believe is the idle speed screw, correct? I'm trying to figure out why the manual states to disconnect other stuff rather than just screw it in/out a little at a time (like a one-step process after warming it up and putting into gear) and wait to see how it responds?

Idle screw is correct. I also adjust the idle screw a little and then correct the cable setting. The force against the idle screw can be felt best at the fast idle lever in down position.
Check that the complete control box's shift travel gets to the lower unit's shift rod and there's no play in the shift cable or elsewhere.

You always adjust the cables to fit the engine as there are no adjustments in the control box.

You need to check the shift rod height to make sure that is correct. The specs are in your service manual.

This is how you install the cables. With the engine in neutral and the throttle closed and the controls in neutral and the idle lever all the way down. You adjust the cables so that they slip into place with without having to move anything on the outboard.

But is what is cable #1 and #2? I see 1 is extended out fairly far and 2 is nearly retracted and was (relatively) newly adjusted.

If you can't tell by looking then have someone move the shift lever. The first thing to happen when that lever is moved is the engine goes into gear so the first cable you see move is the SHIFT cable.

#1 is the throttle, #2 is the shift. and yes -- adjusmtment procedures are in the service manual. You do not "tweak" them. There is one correct setting and one setting only.
1) You disconnect both cables and make sure all engine adjuistments are correct before you even think about throttle and shift cable adjustment. If you fail to do this you will end up chasing your tail so to speak. If engine idle speed and mixture are proper, then proceed.
2) SHIFT CABLE: Make sure the lever on the engine is in the nuetral position.
3) Make sure the throttle/shift lever and the fast idle lever on the control box are in neutral and full down/locked respectively.
4) Bring the end of the shift cable up to its attachment point on the engine shift leverl. If the two attachment ponts do not line ujp EXACTLY without pushing or pulling on anything, THEN AND ONLY then do you turn the knurled wheel to lengthen or shorten the cable.
5) When things align, attach the cable and you are done with that one.
7) THROTTLE: While holding the engine throttle linkage against the stop, bring the end of the throttle cable up to its attachment point on the engine. "Sound familiar". If the cable and engine linkage do not line up perfectly do not push or pull on things to make them align. You adjust the knurled thumbwheel until things align.
8) Connect the cable and you are done.

You cannot always shift the engine without it running so don't think something is wrong if you can't move the shifter with the engine off. If you don't understand this process then it is best left to a shop or someone who does.
