70's 9.6 viking hard to start

Good day got a late 60's early 70's 9.6 viking, Having trouble starting.

model 94121
ser 1821

I got it last year had it running once in the tank, after cleaning and setting up the points. After I shut it down it made a little pop sound 2 mins latter?

Anyhow check the spark, it was weak, checked the points they were still ok. Got fuel to the plugs (Wet)

Check the compression? 70psi on the top cold, i cant check the bottom not enough room for the gauge to get in there. Any Idea if this is acceptable cold? Probably not hey? It turn over great so i am thinking rings?

Any I dea where to start? Spark? Cylinder pressure?

Oh Was there a kill switch on these motors cause I got a hole just above the fuel connection in the lower cowling, if so it could very well be my weak/no spark issue.

any one got any starting tricks to share?

OK got it to sputter today when i sprayed some starter fluid in the cylinder, and when I prime the bulb it gets hard,

Fuel Pump? had the carb apart and it looked clean, never seen any dirt?
