71 Seaswirl Electric Shift Stalls When Engaged Forward/Reverse

The motor stalls as soon as I put it in gear. If I move the choke lever all the way back the engine winds to top RPM in nuetral. I have found that I can jockey the choke and get the thing to keep running sometimes. It will go in gear and not stall if I choke to higher rpm and engage. (I had to do that to get it off the water on my first time out, otherwise I would never do this)
I am thinking carb issues since it stalls out only when it is initially put under load.

compression test
do a tune up if it passes

I thank you sir. I had it out today and a simple adjustment to the carb fixed the problem. The Idle screw and WD 40 on all the linkage. I wouldve done a compression test and I plan on it as soon as I get a guage.
