some one sugested i start a new thread for this problem, so....
when rebuilding the ignition system to fix a miss fire in the top cylinder. i managed to take out a bolt that was part of the link that held the throttle assembly in the tiller handle from comming out completely. so after two weeks of thinking and research and a couple of bears staring at it. i fured it out. i took apart the housing where the tiller handle connects to the motor(did no good). few more drinks and a few choice words later i fugured it out.

1. remove the phylups head screw from the upper section of tiller handle.
2. slowly remove tiller handle(pay attention to spring, waher and plastic cap that lie beneath handle.)
3. at this point the shaft with the gear on the end will drop out of the tiller arm housing.
4. reallign as requierd for proper range of motion.
5. re assemble in reaverce order of dissasembly
6. ****note to self to save time, WHILE REBUILDING IGNITION SYSTEM DONT TAKE OUT THE BOLT THAT PREVENTS THE GEARS TO UNMESH.
7. drink beer and relax.
this worked for me hope it helps someone else in the future. or maybe it wont.
please add or critisize as you all se fit.
