72 Glastron Steering gear. Steering needs dampening.

I have a 72 Glastron V-156 Sportster, in very good condition.
But the steering is so loose, I regularly hook a bungee cord to the wheel to keep it in place, or I'd instantly be going in circles.
I (think I) have attached a pic of the steering gear.
I have never had this thing open. Is there some grease or fluid inside that needs looking at once in a while.
Or how do I "dampen" the steering??

I have the same problem with my boat that has a 90hp johnson outboard. Did you find a solution
