Ok I have a 1972 Johnson 100 HP model 100ESL72R. I've been working on this for a bit. I just replaced the battery cables due to troubleshooting for no spark. Connected the new cables and went to turn it over and got nothing. Checked voltage at the starter and on the terminal board and got .04VDC. Put the meter to dc amps and got .01 at terminal board #8 where the red wires are connected and same at the battery cables. Connected the charger and tested at the terminal board #8 and got 11 amps and rising (meter wires got warm). I've replaced the rectifier and clipper circuit since I bought the motor as they were bad (actually the clipper circuit was missing). I checked both and seem fine I didn't have the shift diode assembly to use to figure out ohmmeter test lead but connected one way no reading and the other way it climbed above 300 ohms. I checked and no electrical devices were on at the panel and main power switch was off.

I found it, it was the toggle switch I have wired for shifting, it was in the neutral position which gives it 12 volts. Have charged the battery now and switch is off so will let it sit for a few hours and make sure.
