72 johnson 50 hp shift solenoid ohms and continuity

I have a 72 johnson 50hp. I am testing the shift solenoids. No results from using a jumper to run 12v to the blue or green wire while cranking engine over, prop still turns. I tested the solenoids with ohm meter, I thought I read it should read 5-6 ohms, should it stay at 5-6 ohms, or just read that at a high point. also, I have continuity when testing blue wire, but no continuity from green wire.
