Ok after changing the head gasket, and the exhaust cover gasket, rebuilding the carb, and syncing the throttle with the ignition.

I tried to start it. This time it worked and ran really good for about 15 seconds, then it died.

I cranked it again several times and finally it came back to life, ran for ten seconds and died. By now I notice fluid accumulating in the motor case.

I dip my finger in it and no smell, I realize its water. I crank it again and watch the sides of motor to see where it is coming from.

It is dribbling out around the exhaust cover gasket. My thinking is a blown head gasket again. I very carefully cleaned and ground down the head to make sure I had a nice flat surface. Im hoping there is not a hole somewhere in the crankcase. Im about to pull the exhaust cover and head off again to see if I can figure this out.

I pulled off the exhaust cover plate as I knew there wasn't a good seal there.
I removed the plugs and looked inside at the pistons. They had a light sheen of oil on them but did not appear wet. I then cranked it over and observed the pistons thru the spark plug holes and did not see any water. The only water I saw was coming from the cooling channel surrounding the exhaust cover plate opening. It was then that I remembered in the manual it said to use sealant on the exhaust cover plate gasket. I didnt do that the first time.

So I started it again and this time water did not leak. But it makes a noise that doesnt seem right to me. And the engine surges and is very slow to respond to adjustments. Cant seem to keep it running when the rpms get even marginally low.

After I shut it down I investigated the noise I was hearing.
When I turn the flywheel by hand there is a light scraping sound from under the flywheel. I guess that is the only area I have not looked in, so I might as well check it out.

Sounds like a coil is rubbing the flywheel magnet. Pull the flywheel and check it out. Your problems may all be ignition related. Pull the points, file the all the pits out and get 'em shiny and set 'em to .020 and go from there. A proper spark tester is very handy to diagnose weak/no spark issues..
