73 Johnson 50 outboard-no water flow

I have a 50hp johnson and for some reason stopped peeing water. I just bought the motor last week, and the guy i bought it from is trustworthy. He replaced the impellor and said that last monday he hooked up the muffs and tested it. it worked after he found that dirt daubers had nested in the out hose, and cleared it out. I bought it, got it home and hooked back up and now no water stream. Is it supposed to shoot water right away or is it controlled by a thermostat that cools motor after a certain temp? He said it should pump right away or at least it did for him. Only thing that happened between there and here was the thing that locked the motor in the up position for transport broke and I dragged the motor for about a 1/4 mile before i could safely pull off the road. The only apparent damage looks to be the bottom has been ground down a bit. Could something internal be damaged that could cause water not to be pumped thru motor? Any help would be greatly appreciated. Thanx

I would try running a piece of wire up the tell tale (pee hose) and see if has plugged up again,a common problem especially involving insects.

I should also say that I shot water back thru the pee hose and water did run out the bottom, so I am guessing that the lines are clear. Also, to anyone who responds, I request that the answers be fairly specific as I am new to outboard motors and boats in general, this being my first boat.
