74 50hp Johnson Carb Help, Please!

OK, I'm a little stuck here. I totally cleaned and rebuilt my carbs and reinstalled them. I tried very hard not to disturb the linkages but I want to be sure it is OK.
The way it sits in the first picture is with the throttle butterflies closed, the control shifter and neutral and the idle lever all the way down, essentially @ idle. Is that roller supposed to be between those two lines? It seems low to me. Do I need to adjust the throttle arm and how.
I included a 2nd picture that shows the hole motor. Feel free to use paint to help me out. We are taking her out in the morning again and I would really like to know what I'm doing ahead of time. Thanks, Jeff

at idle bottom mark should be center of the cam. disconnect rod, red mark, and adjust blue mark.
