'74 Eska 9.9 surging?

Hey everyone.

First...I'm totally new to the forums, and outboard repair for that matter :) I've tinkered/worked on lawnmowers and a few cars. This forum has been a wealth of info! It's awesome.

Anyhoo...just bought 1974 Eska 9.9 (Seahawk 1916b) so my son and I can scoot around the lake and fish this summer.

So far I've re-gapped the plugs to .30, cleaned out the carb, replaced the fuel element (found a guy in town with 3...bought them all), new gas/oil 50:1 mix.

Got it starting on 2nd-3rd pull consistently, and it'll run/idle without dying and shifts in and out of gear no problem. However, it seems to be "surging" about every 3-7 seconds (hadn't even head the the term until I asked my brother lol).

I honestly don't know much about it...I've been told maybe the points or magneto? Does anyone have any "Oh yeah...I'd start by looking at......and then....." advice? :)

So far, haven't been able to find a manual other than ebay....honestly...not sure I'll need it.

Anyhoo...any advice and/or steps would be greatly appreciated!

Oh...and anyone have a cowl/hood that'll fit it, that they'd sell? The cowl on it is totally falling apart! Can't find one on ebay except a guy selling a Ted Williams for $125! I can't justify that cost. I don't even care if it matches or says Ted Williams, Monkey Ward, Sears...whatever. Just as long as it fits.

Thinking about this over lunch....could the carb needle cause surging? I only ask because when i was putting the carb back together, I wasn't sure if the little spring wire was supposed to just be free, or if it was supposed to "hook" (best word I can come up with) to the float....because there seemed like a little area for it to hook to. I've attached a pic with an arrow pointing to where it might "hook" to...if what I've said doesn't make sense.

As of now, the little sping wire is in that little area.

Yes the needle clip fits over the tab on the float and must be positioned with the open end of the clip facing the intake side of the carb.If you used the old gasket between the engine and carb,you could have an air leak there.Spray carb cleaner in this area while the engine is running and see if the engine changes pitch.If the pitch changes,you have a leaking gasket.Here is a carb manual with a trouble shooting section that may help you.

I'll check that out tonight. Plus I should also make sure my element is at 45 degrees.

Ok I hate any engine surging period, unless I induce it...so I hobbled out to the motor shed and got the manual,

From the Sears Tecumseh 2 stroke manual

Engine surges or runs unevenly

1. Fuel tank cap vent hole clogged
2. Governor parts sticking or binding
3. Carburetor throttle linkage or throttle shaft and/ or butterfly binding or sticking


I'm betting on the governor parts sticking :rolleyes:

Thanks mrcrabbs. I'll check all that too. How embarassing will it be if I just didn't have the gas can vent open :redface:

Haven't had a chance to look at it yet. Hopefully tonight as I'm planning on taking the boat out this Sat.
