'74 Force 45 outboard lid seal

I have a '74 force 45. I recently took the boat out and ran for a while in the bay. I would occasionally start to slow down and it would seem that the motor was either flooded or starving for fuel. After a few test repairs, I think I discovered that the lid seal was painted over and the lower spark plug is getting wet. I tried to use compressed air to dry the boot. Once we did that, it seemed to run better.

Any ideas on where I can find a replacment for theis lid seal and if there might be some other "gremlins" at play here as well as the lid seal?
