'74 Johnson 25hp Idles very high

At first it would not stay running unless it was choked so I took my carb off and cleaned it with air and carb cleaner I bolted it back on and took her out on the river to giver it a try and when I cranked it it was just wide open smoking terribly. I noticed that I had to pull the chok out about 3/4 of the way to be able to crank it without it it doing that but it still it not driveable. Something is wrong. While trying to unscrew one of the jets it bent the top of the jet where the flathead goes in while trying to unscrew it because it was in there so good. Would that affect it?

Your carb is not right, obviously. If the hole in the jet is still the proper size, then the bend may not hurt it. The screwdriver that takes those out has to be "right" to fit the slot. Some folks make their's. If the screwdriver is tapered like all flatheads are, it will wedge it in there tighter.
There's no telling what other problems your motor has without looking at it. But, I'd say you need to look closer at your carb. If even one obscure passage is clogged, it won't run right. The throttle and armature plate has to be synchronized right. If you will look at the "top secret files" at the top of this forum, there is some handy info. on your carbs.
