75 Johnson....looses power in gear

I have done everything you can think of i get spark from both plugs...now i pulled the boot off plugs twice...first time kept runnin 2nd time died....think its fauly plugs or bad cylinoid?or whatever...im new at this.... Pulled from bottom plug...top one died both times.....
