75hp mercury force bogs down throttling up

I pumped the fuel out new fuel in. Carb has been cleaned fuel water separator added, new fuel pump and filter, new spark plugs. The timing was also adjusted as well. All this has been done in the last month. The compression is 120 on top two cylinders and 115 on the bottom cylinder.The motor runs rough at idle and rpms jump between 1000 to 1500. Throttling up it bogs down and won't plane out for a while. Once it does plane out it runs decent. It does run great on the hose. With a little skip periodically. Any info would be greatly appreciated

The poor performance at low speed could be: the air/fuel mix screw isn't set right?
​the low speed jet/s are clogged?
​When you took it apart, did you remove the white jet cover and clean the jet under it?
​When the carbs are off check the reeds.

​Your system has a primer system and sometimes they leak fuel.
Pinch off the hose going to the bottom of the carb and see if that makes a difference.

​Try running with out the cover?

​I use a welding tip cleaner on all the jets. even if they look clear.

Was working on a 120 Force, miss at low speed.
​Cleaned the carb 3 times and it still had a miss.
​Cleaned it one more time and whatever was blocking the system was gone and it ran right??

Appreciate the info! When I got it worked on a month ago the guy cleaned it and seems pretty clean honestly. I've shot carb cleaner in every hole. I did notice a fuel/oil mix on the plugs after running for a few min. The guy also messed with the timing. I'm at a loss

Usually the timing doesn't move unless someone messes with it.

Shooting cleaner in every hole just makes it run without oil.
​The air screw top of the carb set at 1 and 1/2 turn out.
